I think it's part Poison so it could resist the Poison Stings from Weedles in Gen I.
If Bulbasaur were a pure Grass type in Viridian Forest back then would have been terrible to navigate.

Actually, now that I think about it... Tangela was the ONLY Grass type in gen 1 that WASN'T part Poison...

curse you gen 1 and your overly excessive amount of Poison types that deprive us of having a larger amount of new Poison types each gen
