Not bad, I think if you wanted to make Delphox OU tier though, it would need something like:
>Hidden Ability: Drought
>Delphox now learns Thunderbolt, Ice Beam, Moonblast, Nasty Plot, Agility
>Reduce HP, Attack, Defense, and special defense to 70, 60, 70, 80 respectively
>Boost Special attack to 132, boost Speed to 122

Think it might compete with the power-creeped meta now?

I think the only issue with that is that is that unless those are meant to at least be three fourths TMs, delphox now only learns one psychic move and one fire-type move.

Chesnaught's got access to attacks of almost every type, so maybe it needs a stat buff or Bulletproof needs to affect more moves? It's not at 535 BST yet, so maybe it could get more HP?

Honest question: Why do Delphox fans want it to be an almost exact copy of Greninja stat wise? I think it's fine as it is... It's not like it would make it more popular anyway.

I don't it to be as good as Greninja, I just want it to be somewhat good. If Delphox is going to get Magic Guard, it should probably be as a Mega ability rather than an HA.

They are (unless TMs don't exist like Power Gem or Aura Sphere).

The point is that Delphox gets AT LEAST 1 Move for each of the types.

Chesnaught doesn't really need anything, it's pretty decent as is. If you want to make it OU you'd need to make some pretty ridiculous changes though.

Competitive is very situational and there isn't much technician can help with other than hidden power and shock wave. Magic guard is great for entry hazards and statuses. It has access to wish so even defensive CM could be decent but of course not OU or anything.
