Nah, dolphin is an informal group of several small toothed whales. There's no size limit, and as far as I know the difference between a dolphin and any other nondolphin toothed whale is pretty arbitrary.

1 It can't be a water,dark or psychic type
2 It must be weak to water
3 It must not live in the ocean
4 It must have a stat spread that is the opposite of what a dolphin would have(high Spe,Atk and Sp Atk,Average HP and bad SpDef and Def)

A good contender for your bid would be a slow defensive humanoid fire/fighting pokémon with >>32361563's theme
