No, no they weren't. That was Gen 4 Legendaries. Lugia and Ho-oh were OPTIONAL in GSC. You weren't even required to catch Groudon, Kyogre and Rayquaza. This stupid tread started with Gen 4.

Except for a few day/night only cells, the rest were easily found if you just play the game. This is basically the same thing as Heart Pieces in Zelda, except you don't get any from Minigames and have to just find them all.
