Have a moderator on duty who actually will want to check /vp/ once an hour to ensure that raids are stopped fast.
Stop allowing so many damned anime-related threads outside the anime general. No need to ban all such threads but at least have some constraints on what kinds of anime threads ARE allowed outside the anime general.
