I always thought dragon was meant to be a "boss" type. It resists all three starter types, was usually given to rare or imposing pokemon, and it only had two very rare weaknesses.

Dragon type was probably supposed to be the one of the beta version final boss (Lance) or at least the last obstacle against the final boss. The presence of the glitch type "Bird" actually seems to be the clue that they created a separate typing for normal flying pokemon. They than gave the flying type to pokemon and moves in order to not make them overpowered (Gyarados for example).

It's because Dragon was basically almighty from SMT in gen 1. It was meant to be a late game type that is really powerful. It also resists both Grass and Water, which tips its balance with Venusaur and Blastoise (even more in saur's case). They wouldn't make one of the starters a type that was reserved for late game mons and immensely powerful in that gen.
Are you satisfied now or do you want to call up Nintendo and ask them to retcon it as a Dragon type?
