I dont have a specific character in mind, I dont think anyone stood out as adding a lot to the story, as the story was disjointed and so nobody had time to develop their part. The worst offenders to this being the heads of Team SKull. But that's another discussion.
Now, it's not that I dont think Lillie s important to the plot, because she is. She is the driving force of the plot. But this is where we diverge, because you think she's doing work, but for me, she just doesnt do anything. The plot involves either:
Going to find Lillie because she's lost
Going to do something with Lillie because she needs someone to follow her
Lillie following you to something but not actually doing anything when you're there.
Her Z-Powered thing later was an outfit change that signified development, but nothing changed except she was more confident when doing the above rather than constantly stepping on rakes like Sideshow Bob. Also she was assertive to her mother, I think. I'll give you that as well as I forget exactly what happened in Ultra Space
