It's not like they haven't introduced broken gimmicks for starters before, though, so who knows.
It really does feel like Liquid Voice is made JUST for Boomburst, after all, and I find it hard to believe that they didn't at least give it some thought. It's a shame that it will probably never happen because Primarina has 126 base Special Attack.
Liquid Voice getting a buff is not impossible, I guess, the -ate abilities have been changed slightly going from Gen 6 to Gen 7, so it could happen.
The third option would be cool but I don't see them introducing a new move just to fix an hidden ability.
