>>32388998It is, but you're forgetting that only a few mons (which otherwise are not even good to begin with) get it, and they can only benefit from it using extremely specific moves that are easy to account for, while also having to permanently being exposed to any and all of the foe's moves in return.
On the other hand, every single relevant mon gets toxic regardless of it making sense or not (except Magearna I guess)
