They should just either allow him to use Protect, Rest and Recovery or make Slow Start fade in 2 turns instead of 5. And maybe give him a cool signature since pretty much every legendary gets one.

pelipper actually being pretty decent in itself with dual scald/hurricane STAB and a plethora of utility moves like roost, defog and u-turn in addition to the relative absence of priority meaning swift swim is back to being the god tier ability it used to be
