Also, unlike France and USA, Japan isn't a multicultural country, you can have millions of native white, brown, black and asian people on both countries, but not in Japan. Kanto/Johto/Hoenn/Sinnoh are all based on Japan, the games even name the few foreign citizens (Lt. Surge and Fantina to name two).

I doubt even Kiawe is black and he's dark as fuck, way more than Olivia. Both of them are probably how the people from GF imagines pacific islanders.
Marlon is another very dark character who isn't black.
On the other hand, I see Iris as a black girl (based on african-americans), even though she is a far lighter shade of brown.
