The way that Smogon implements the cutoff for tiers is that you would have an n% chance of randomly encountering a given Pokémon. It's something like that I don't fuckin know

The problem with this is everyone is limited to just six Pokémon, meaning as more and more Pokémon are added to the dex, the cutoffs for tiers will be get more muddled over time. What I'm saying by this is that the BL purgatories are becoming more and more bloated and these Pokémon are finding it difficult to see real use.

What can be done about this? Last gen PU was created, do you think the solution is creating more tiers?
