Speaking of, ice fang and ice punch are both outclased by access to ice beam, blizzard or hell, even weather ball under hail.
It doesn't even get shadow claw, shadow sneak, knock off or swords dance. Add to that 80 base Atk is shit nowadays and leaves it vulnerable to burns and contact damage.
Special movepool includes noteworthy coverage such as thunderbolt or weather ball under sun, rain or sand. Shadow ball and ice beam are its best STABS, also gets draining kiss and psychic.
Playing mixed offense with as little as 80 in both stats is so detrimental to froslass that I don't think it has any reason to ever run physical moves outside of ice shard or sucker punch. Going full physical would also be kinda dumb. If anything, froslass should get nasty plot, dark pulse and moonblast and it'd be a lot better. Or lost attack points to raise SpA to at least base 100.
Gamefreak might have made it mixed but that doesn't mean it should be, were GF not stupid hacks.
