Charizard was shit competitively and pretty much the worst of its trio(until megas arrived), but it still retained a massive amount of popularity for so long. Delphox is also shit competitively, but Fennekin and Braixen are still popular because of their designs. Pikachu is shit in competitive too, but still popular because TPC pushes it everywhere.
Competitive fans are a minority of the fanbase, and Lucario is still being shilled outside of the games too. Power isn't a huge component of what determines popularity, it's also design and how well Gamefreak decides to shill it.
