If Charmander is the least popular, then that would just mean people picked it mainly for Charizard, just like how people could pick the Rowlet line mainly for Rowlet. Charizard is definitely the most popular when taking all of the Kanto trio's stages into account, and same might apply to Rowlet for the Alola trio.
In any case, no one was arguing that the Popplio line is the most popular. Just that Primarina is the most popular final stage. Not that I specifically believe that, but pokemon can have more popularity for certain stages of their lines. For instance, Fennekin was the most popular base stage starter(at least in the Western fandom) when it was first revealed, while Greninja became the most popular final stage.
Also, all the final stage starters are popular in some way. Fans are allowed to like more than one starter, and I've seen people who picked Rowlet but also love Primarina/Incineroar, and vice versa.
