Some things may move up in terms of niche (like one of the other anons said, maybe Staraptor) but overall it'd probably only benefit 'mons who are already pretty viable (Ash-Greninja comes to mind; something like this puts him in a Phero category of speed ridiculousness.)

This. Nothing will change. You should have already learned after Z-moves that making something universally usable will only benefit Pokemon that are already good.

In this case, I can already see Choice Scarf being tossed away in favor of this item on mons like Landorus, Keldeo and Garchomp. Every moderately fast SD/NP user would love this item as well.

I disagree. There are plenty of slow pokemon that, with a Choice Scarf become very powerful (a scarf positive nature base 61 is faster than a positive nature base 115). A base 90 would now be faster than a 130.
