Because Sandshrew is the name of the species

It's still a Sandshrew, just an Ice-type sub-species

Alolans probably dont call it Sandshrew just like nips don't call long-necked animals "giraffes" but rather Kirin. Your character is from Kanto, though, so they use the Kantonese name.

Fun fact: Sandshrew's Japanese name is literally "Sand".
