I'm not going to comment on design aspects, so I'll go with stat distributions themselves. The most benefit it can possibly have is that it's like upgrading. You'll need stronger pokemon the further you get into the game, but the thing about that is Pokemon is so simple that that becomes irrelevant. It mostly applies to the pokemon that suck so much that it's impossible to use them without evolving or replacing them. Still, why purposefully do that? Make a pokemon that is just impossible to use? Again, this is a video game, not a TCG. I don't even understand why they do it for TCGs, either. You can't do a flip with them. You're even lucky if they are worth literally one cent. The entire idea is flipping stupid.

How can you make NFEs useful that don't really have any attack moves? And barely have any stats? Yeah, I'm totally going to send you against flipping Mega Kangaskhan. Have fun.

*analysis of standalones* There are a lot of ones that are really weak, but they can at least be somewhat useful, just not against the late parts of the game, and I'm sure some of them are not made available until then. Useful, yes, but not very useful.

Dewgong, Ledian, Ariados, Mantine (EVEN WITH MORE HP AND ROOST STILL SUCKING ASS), Camerupt (EVEN WITH A MEGA SUCKS ASS), Luxray (This one even with an actual Ice-type move still sucking), Floatzel, Seismitoad, Meowstic (both genders), Gumshoos, Lurantis, etc. (I can continue with more fully evolved but the list is SO extense)

I will agree pokemon was not engineered with competitive in mind. Excluding that, I have to think of how the main game itself is structured in relation to other RPGs, and as I said before, there is a correlation to upgrading that has been present in RPGs since the beginning. HOWEVER, there are RPGs where the characters are ALWAYS useful. True, that often means there are less characters so that they don't interfere with each other's roles. Both are a different approach and neither is more valid than the other. Heck, it may even be possible to "make" the weaker characters stronger through a specific strategy. It all depends on how you play.
