Remember episode 10, when they both used a Z-move for the first time. Kukui literally stated that their bond got stronger. And even when he already coght rockruff, he still used rowlet for Z-move training, off screen. And proof for that is literally in episode 17 when kukui had a flash back, and we literally see ash practicing the Z-move with rowlet and only rowlet.
Seriously, rowlet is a one of the fighters, and he is third if not the second strongest pokemon in ash's team. The only he would show us more of his fighting side if it wasn't for the fact that he's nocturnal.
And yes rowlet hasn't got a real focussed episode like rockruff and litten yet. But when he does he'll show you that he's no push over, and more likely to evolve. But you barafags just keep on over looking these key factors, you minus well be called the new denialfags.
