There's also the question of whether those people count. They only know of Pikachu and a couple of others. Does people who don't even know of any Pokemon besides Pikachu count? People who don't know Pokemon, do their opinions matter?
For this, we'll look at all Pokemon with both definitions of popularity. Because it's easier that way.

As for being liked, probably the highest too. Mew ranked higher than it in the poll, but that was probably because people wanted a Mew. It is rare to encounter people who actually like Pikachu, but it is still probably the most liked one. There's just no basis to this statement. Zard might be a challenger for the spot.

Ho-oh is the most well known Pokemon from Generation II. He became well known before his fucking game existed. Lugia is up there too, having a movie of its own, and that movie being one of the most popular ones.
As for being liked, Lugia is probably the highest, Ho-oh right behind. Ampharos is higher than all starters. Typhlosion is the most popular starter.
