I remember wanting to read it as a kid, but only ever found the second and third issues. Who was the genius at Viz that decided to make each chapter a standalone issue and never release compilations?

Has everything except the last chapter and epilogue, which a kind anon posted on /vp/ some years ago and you can find poking around in an archive.

It's based off the first season + Orange Islands but takes liberties with a lot of episodes.

That's the end of the Indigo League chapters. He goes to the Orange Islands for a few chapters after that and the story ends with him beating Drake at the Orange League. Him and Gary going to Johto is the epilogue after that, though these last two chapters are really hard to find.
