Kanga gets seismic toss, which means 100 damage each turn at level 50 or 200 every turn at level 100. It'd be OU if not for that.

any pokemon with under 100 base HP gets 2HKOed outright and even at 100 HP you need full investment to not die, which plenty of pokemon don't bother to do, like Jirachi, Stingulor and Manaphy

Yes it is. Seismic Toss does a clean 200 damage. The vast majority of Pokemon in the game don't hit >400 HP. And this is with ZERO attack investment so it can remain bulky as fuck while still putting out ridiculous damage.
