Is Necrozma even tied to Alola?

Necrozma technically is found within Ten Carat Hill but its not just sitting/resting there as all above were. You have to encounter it while walking through the grass (similar to roaming legends). Also Looker claims he saw it flying through the sky which implies Necrozma could be on the move
Maybe its GF's way of implying Necrozma's next appearance and potential form(s) wont be in Alola but in some other region and thats why they show it by Necrozma's encounter being a bit more accidental.
Maybe thats also why Zygarde suddenly moved to Alola, maybe its chasing Necrozma? Even Necrozma being an Ultra Beast isnt very clear. Maybe its not an UB that appeared in Alola but its here just for a while becaause it sensed all the opened portals
