It can still become good if they give it a moveset that isn't total shit in the next games.
Just giving it Recover and Extreme Meme would already make it so much better than it is now, at least the normal version. Fixing the other types would take a bit more work.

Gamefreak should have made the back fin, the panther paws and the green talons parts of the true final evolutions of Popplio, Litten and Rowlet. It would have been so much better.

This, it needed a thematic ability or move.
Imagine it with Protean and a decent moveset, or a signature move which copies the opponent's typing, rendering all STAB's excepft for ghost and dragon neutral or resisted.

It's meant to kill Ultra Beasts, but it's wild and hard to control. Build on those two things.

Giving it Unaware (or a clone of that ability) would let it counter the effects of Beast Boost, for instance.

At least it's versatile and 95 across the board is passable (though 100 would've been much better). I just don't get why GF didn't make Z crystals change it's typing. It can't be simply because Memories become pointless, can it?
