It means that Milotic is better in doubles, but kids use Primarina a lot just because they like it or because it was their starter

Completely different because of the rules. ORAS allowed the whole dex, while SM only allows the Alola dex, which barely has 50 viable and fully evolved Pokemon out of like 300.

People use Gengar in doubles?
I thought he was more of a singles mon since he can't really take a hit and doubles makes Focus Sash a lot less viable because you can get attacked twice in the same turn.
