Also nothing really makes him stand out, and that's his flaw. When you look at pokemon (especially starters), they TEND not to be "X animal with weird color", like take a look at other water starters. Squirtle line = squirrel thing going on also cannons. Croconaw has that caveman thing. Swampert has the armor and fins. Empoleon has the royalty thing. Dewott/Samurott has the samurai thing. Greninja is a ninja. And Primarina has the siren thing for it. Now this design looks mostly like a blue cartoon iguana. It's nothing that stands out to me. Because of that it now LOOKS like a fakemon or a mon from a less popular series like Neopets or something.
For starters, I might suggest some slight changes in this pic as potential design ideas. Not shitting on your idea, just wanted to help you along in some way.
