I do think some Pokemon have too much coverage, but going to the point where you remove so many TMs that Ice stops being shit is only going to fuck over the game more because hard counters would become too abundant for every Pokemon, and that would make switching too predictable.
If somebody sent ANY Steel-type against your Ice Pokemon, and the Ice Pokemon learned nothing but Ice moves, you would be absolutely forced to switch or lose your Pokemon. But with Ice learning Fighting and other types of moves that could be neutral or effective on your own switch, the decision gets additional layers of difficulty
Earthquake, Thunderbolt, Flamethrower and Ice Beam are too good to have as TMs, I agree, but that is about it. Blizzard, Thunder and Fire Blast are perfectly fine. Weaker Ice moves like Aurora Beam are perfectly fine on ANY Water Pokemon. And something like a "Volt Kick. BP: 85 Acc: 90%" would be perfectly balanced for Tsareena and other shitmon that currently can't hope to Touch a Poison or Bug-type.
