Because now Gamefreak has all the data to know which Pokemon will ultimately stand out. Its a formula.

Technically, the movie was in production since gen 6 but was delayed to be in the 20th anniversary year of the anime, so you could say Incineroar, Lycanroc and Marshadow were planned to be teasers.
