Because Gen 6 had terrible characters. Hell, Hex Maniacs aren't even that busty, all official art depicts them with small to modest boobs.
Gen 7 didn't actually have a Pokemon league to begin with so eh. None of the trial captains had big tits because they're all pretty young, Olivia is already attractive enough with a modest chest to make her luckless love life hard to believe, and Hapu is another child. So they made up for lost mammaries with Wicke I guess.
