Practically every Dragon type learns a Fire move. The whole point of Fairy is to counter Dragon.

Yes, sadly shits all around the globe would get pissed when they'd suddenly have to take every type into consideration.
It's not hard to do, just people wouldn't like it. Also I have the feeling GF doesn't want us to have at least semi-viable Ice-Types.
