It should learn Quiver Dance instead, being the "Beautifly of the sea" for a reason on its Finneon stage, aleady has a bunch of wind based attacks and Bug type ones.
So far my best wishes for it would be:

Air Slash
Hurricane
Reflect
Light Screen
Moonlight
It would be still PU material even then considering its stats and pure Water type but would be better than what it is right now.
It's BST isn't terrible but the random base stats distribution is very silly.
Note Sharpedo, Lanturn, Basculin, Masquerain, Venomoth, Araquanid, Arbok, Persian, Qwilfish, Togedemaru, Quagsire, Vivillion, Forretress, Magneton, Sawk, Crawdaunt, Xatu, Alomomola, Bruxish, Kingler, Gastrodon, Manectric, Hariyama, Lilligant, Druddigon, Huntail, Gorebyss are on the similar BST range, higher or lower but at least they either have stats or movepool/abilities to compense the lacks on the other side.
