It is frail as fuck and can't allow itself the privilege of using its best physical STAB, wild charge, as it just guarantees it will kill itself earlier. Its other notable physical options include flame charge, spark, stomp, pursuit and thrash, all of them shit in varying levels.

With overheat, zebstrika at least hits steel types very hard once, which is more than what its physical set can do.

It's Physical movepool isn't good enough to warrant running full physical, but it gets just enough special moves to play with so it tends to just run special.

Most Pokemon in general have better special movepools than physical. It stands out for Electric types because they can't even rely on their physical STAB.

Electric is low key one of the worst types in the game.
