Really not sure why you think all pokémon within a type has to follow the same aesthetic. Bug was generally considered a shitmon type prior to gen V and that wasn't a problem at all. Dragon has gone from being this mytchical type that just the most powerful pokémon could posses to fairly common.
Having more Ice mons that are fast would be no problem, skating is something almost everyone associate with speed.
Not sure why you think keeping a type's stat locations consistent with previous generations is more important than the type matchups, when there is already a huge room to play around with regarding stat locations within a type while type matchups have been far more rigid, only ever being changed in gen II and VI.
