Because the TCG artwork was done by external artists and the series wasn't as established back then as it is now so they weren't really bothered about maintaining a consistent distinction between the real world and the Pokemon world. Most of the in-game references to real-world animals was done during the earlier gens when, again, the Pokemon world wasn't an established world separate from our own.
