He's way worse than Masuda, as shown by ORAS vs FRLG and SM vs the first of every prior generation starting with RS. ORAS we memed maybe Masuda was meddling and the good things about ORAS were thanks to Ohmori, but after SM I'm convinced any meddling from Masuda would be the only reason ORAS has any good. I hope he leaves like Ohmura, the planned replacement for Sugimori, has.
