The use of GB pallets is only present in alpha screenshots, the decision to move development away from "Super GameBoy enhanced" to "Color enhanced" was presumably made (or implemented) in 1998.
Now to your point--was it delayed 'because Color'? Nah. It was delayed 'because anime' and 'because localization'.
Fall 1998 was the western release of Pokemon, with a coordinated TV launch, card launch, and game release. Two months later, GBC launched. Pokemon helped move dusty GB Pockets during this initial period, and the Nov 28 GBC launch positioned both for Christmas.
tl;dr GS wasn't delayed 'for GBC', the GBC was positioned around the GS delay and the western RB launch.
