Fire stones can either get given to you when you're part way in Kanto, or you have to wait on one random person to call you to say "hey I got this stone, you want it?" which also applies to other stones like Water and Leaf
which is a whole other issue. So the likes of Growlithe, Vulpix and Eevee evolving through them were a rare thing.
Then there is the fact other Fire types from gen 2 being located in Kanto also, so Houndour and Slugma aren't much of an option either. Then you're just sort of left with Magby that might hatch from an egg/Magmar as a rare encounter in the burnt tower.
I like gen 2 but there were a lot of unfortunate flaws.
