And that's justifiable. For HGSS, they had a completed Battle Frontier, which took two years to make, just ready to be copy pasted. They didn't have Emerald's Battle Frontier ready though, which also took 2 years to make in GBA era. Who knows how long it would take in 3D. They didn't have the time. It just wasn't possible.
So they had no choice but to cut Emerald frontier, and instead added content from XY, something that was ready to be copy pasted.
