Kanto and Unova have the most mons as well. Gamefreak probably had someone complain to them about speed creep and they thought that making everything slow was the best solution

Did you include different forms as separate? If so, would that mean megas and variants would be added to the original gens? That would probably be a lot more complicated though

I think Gen 7's issue is just how many legendaries it has compared to pretty much anyone else, and unlike most games, like 3/4ths of them are actually quite good
