This looks because of the camera and in my question you find the answer even why it looks like you described it.
It was most likely a kiss on the lips. They have to make the Pokemon so that children can watch it. If they censor something which children can not see then it means that they do not have the appropriate age to see it. But when they a kiss on the cheek show, then they have the appropriate age for it. Kisses on the lips are to sexual than a cheek kiss. That's why they show cheek kiss and censored Serena's lip kiss. The one important thing that Serena kissed Ash on the lip other than it being censored was Ash's Leg reaction, its similar to the reaction people have when they get kissed out of nowhere. When Pikachu saw the two cheek kisses he did not blush. So if it would be a cheek kiss then he would not have blushed either. If he had not seen it then he would not know what was happening there and would not have a reason to blush. So he must have seen that it was a lip kiss because he does not blush at cheek kisses.
