For in game I find toxic/sand storm/withdraw/rest for gen 2-5 and infestation replacing either withdraw or rest. Toxic, sand storm, and infestation wear the opponent down. Withdraw boosts defense while wasting turns and does this great as it has high PP. Rest is your only recovery option.
If you want to take it online then this is where it gets fun. The typical set to use is toxic or infestation / sticky web / stealth rock / encore with a mental herb is your best bet. Sticky web and stealth rock are great hazard moves and shuckle is one of two pokemon to learn both, other is smeargle thanks to sketch. Toxic and infestation are for actually attacking. Toxic gets more damage overall but steel and poison types are immune. Infestation is nice as it does decent damage and traps them, this can be nice if shuckle actually walls their pokemon somewhat. Encore allows shuckle to prevent it from being set up bait and allow safe switch ins. Mental herb allows shuckle to resist taunt once, a move that utterly destroys it. Thanks to sturdy and the mental herb will basically always set up at least one hazard, only things like sleep and similar statuses can ruin this.

My new custom meme set is assault vest shuckle with knock off / sand tomb / infestation / struggle bug. knock off removes their item, sand tomb and infestation for damage, and struggle bug to fuck with them and lower their special attack. This is for advance shuckle experts such as myself only though.
