Bianca has Emboar in the anime and one of two manga, plus Tepig's line is the most derpy of the three and fits her well since it's probably the worst of the three fire-fighting starters. Plus, Samurott is the one of the three that could most conceivably beat the starter it's weak to, both via the Ice Beam TM like other starters and Megahorn in its level up moveset, so it fits the one of the three who would become champion.
