With Ash-Greninja around, even if its level might be too high, you can still later breed a Froakie. With one or the other, it's up to the person whether to pick one or go with both, if they don't mind them. That is, assuming they want to go with a Water starter. Even if Primarina might be distasteful for some reason for them, they still have Ash-Greninja. And even then, there's the GTS as well and plenty of new Water type, Water type enthusiasts have plenty to pick from. People who often pick Fire starters don't have much to pick if they find Incineroar distasteful, there's Salazzle, Turtonator and Oricorio. Fire mons are usually pretty scarce every gen if you don't count older pokemon. That's often the reason why some stick with their Fire starter. I should know, I've been a avid Fire starter picker, it's only lately I've begun to change my picks. Geez, looking back at Diamond/Pearl, Flint had a pretty unusual team due to the scarceness of new Fire mons. I was fighting Infernape against Infernape here.
