It doesn't, truant is pretty much just as bad as Slow Start and it would just be a slightly better Slaking which already sucks. You might as well ask how the meta would change if Slaking got knock off because it's basically the same thing.

Regigigas becomes some kind of suicide check where it switches in on boosted sweepers and forces them to reset. Slaking does the same thing, maybe OU. Shedinja can't use Skill Swap, dingus.
