The real reason is that it would fuck with Secret Power, but
1) who the fuck uses Secret Power?
2) it can be programmed to always follow the base version in online matches

It's almost certainly due to performance issues. The game already lags in double battles. And the online arena is one of the most simplistic backgrounds.

It is, which is why I sometimes use scarf Sawsbuck with Tapu Bulu. Serene Grace Secret Power having a 60% chance to put opponent to sleep is pretty fun.
