This protects the Pokedex, and allows it to be used in battle. Make it a postgame thing, even.
I think a lot of people would put up with Rotom-dex's chattyness if it actually had a purpose, and it talks about having a "sweet Z-move", so why not a Z-powered form to go with it?
They could even give the big Rotom face on the lower screen some cracks and have it go static-y if Rotom's KOd. It should still WORK, but make it so that Rotom shuts up if it can't fight anymore. It'd be a nice added detail that I'm sure lots of people would appreciate.
