Compared to you, he is.

He challenged Kanto's League after being Island Champion, meaning by default he went further than Kahili who probably would have been champion and Guzma who didn't see a silver lining in his failure.

Defeat Hala-Olivia-Acerola-Kahili + Champion Kukui = You are the new champion.

The title "Alola's first champion" for you is only because you're the first kid winning on the league.

No, both Kukui and the player are essentially the "finalists" in deciding a vacant title. There is no Champ until a winner between the two is decided (in game it simply doesn't progress the plot until you beat him, would be nice if he could actually "win the game" if you lose to him).

He is the final boss but he is explicitly pointed out to not be the Champion.
