That's like saying Cell, while specialized to be powerful and skilled is somehow stronger than the lazy ass that is Beerus or Amazo is more powerful than the presence.
Being god and having reality warping out the ass on top of universal feats, acasuality, being noncorperal and more shits all over Mewtwo.
And this is saying a lot since I like Mewtwo but lore weise he's not the strongest, gameplay is Fug, Mewtwo only has that title in G1 gameplay and lore wise, maybe up untill G4 pre gods and megas.
