In reality, many Water types struggle to fit Ice Beam in their moveset, or don't even learn it, such as Keldeo. Even then, Ice Beam can struggle to 2HKO some Grass types, and there are some that are neutral to Ice anyway(such as Ferrothorn or Mega Venusaur).
As for Scald, I would have agreed with you last gen, but the burn nerf makes it pretty manageable now.
