This isn't Gen 1-3 anymore where every physical attacker ran EQ and Rock Slide while every special attacker ran some combination of Tbolt, Ice Beam and Flamethrower, so anything weak to those was screwed against a large portion of the meta. Getting outsped and oneshotted by one out of six mons on opponent's team is irrelevant when you're still capable of putting in work against the other five while the one that threatens you can still get crippled when hard switching into you.
Clefable's problem prior to Gen 6 was a serious case of 4 moveslot syndrome, which was handily solved by getting a spammable STAB Moonblast and freeing up the other three slots for support moves or more synergetic coverage. Normal STAB wasn't spammable when you had to cover both Ghost and Steel types on what wasn't an offensive Pokemon, while BoltBeam didn't get STAB and was weak against neutral targets.
